The items can be upgraded at any item upgrader NPC in the game. Typically NPCs can be found in capital cities or major questing spots. Players can also locate item upgraders in dungeons that have high-level bosses and by chatting with NPCs in their garrisons for their faction.

The World of Warcraft item upgrade system lets players increase the level of their weapons, armor, and trinkets. This process is very similar to the process used for gear reforging in Mists of Pandaria and Warlords of Draenor however instead of using the currency appropriate to the task players must visit an NPC to upgrade their items to complete the process.

Requirements

Some upgraded items are only able to be rerolled only if the original item was Unique Epic, Rare, or Rare. Extraordinary items can also be rerolled but the original stats are replaced by an uncapped bonus. By selecting the item and pressing the green button that has a rerolling arrow players can reroll it into another upgradeable item. This will change the layout and let players select up to six items to be used for "recycling". The item will be replaced by one of the level 1 items. Recycled items will not keep their status or the amount of resources needed to upgrade them.

The highest level of upgrade an item can achieve is determined by its tier and quality.
